Keynote Speaker

Dr. César de Prado holds a B.A. in Economics and International Business Administration from the Autonomous University of Madrid and earned a Ph.D. in Global Politics in 2002 from the European University Institute in Florence (Italy) with a dissertation on technological standards. Subsequently, he conducted research and taught at universities in Sweden, Japan, Spain, Macau, Mainland China, and Taiwan. He currently serves as a researcher and consultant for universities, think tanks, and development agencies across multiple countries, including the Center for Asian Studies at the University of Valladolid (Spain). He is the sole author of three monographs and over sixty scholarly articles, book chapters, and policy papers. His research focuses on the intersection of major powers—particularly China—and the governance frameworks advanced by middle powers, notably European nations, and peripheral regions such as Latin America.

Silvana Lorena Barrios holds a B.A. in Political Science (UBA), is a Ph.D. candidate in International Relations (USAL), and holds a diploma in International Scenario Intelligence (ENI). She has completed postgraduate studies in National Defense alongside complementary training in Sociology. Her specialization encompasses hemispheric strategy, human rights, and transnational threats, certified by the William J. Perry Center in Washington, D.C. She possesses a robust methodological foundation in complex analysis, decision-making management, and strategic foresight. In addition, she maintains extensive expertise in the geopolitics of the Asia-Pacific, India, Pakistan, and the Middle East. Her background also highlights specialized training in gender agendas and peacekeeping operations. Her technical expertise covers advanced decision-making frameworks and operational electronic warfare. She has actively contributed to multiple international seminars addressing global security challenges. Her interdisciplinary profile integrates the analytical rigor of political science with the strategic foresight of national defense, positioning her as an authority in global scenario analysis.
